Next I went and hit the control module and now it's working again, with no issue. Wait it wasn't that easy.After several tests, the board quit working and the clicking was back. Presto no more clicking the running board worked great!!! I also cleaned the hinges and sprayed them down with a Liquid Wrench, white lithium grease. I ended up cleaning the components and put the housing back on. Once I had the housing off, I looked at the rotor the brushes and everything looked pretty good and the motor turned freely.
So if your step is stuck in the up position and you need to replace the motor, just pull the rear motor housing and turn the step down for clearance. This actually solved the issue of not being able to get to the motor mounting bolts as the step is stuck in the "up" position and bolts were blocked by the step itself. Once you start turning the rotor the step will begin to move up or down, depending on which way you turn it. Once the housing is off, you can turn the rotor. There are only two T-15 Torx screws that you have to remove and the rear housing comes right off. It's a bit of a quirky procedure that I had to experiment with, but it does work.Got to looking at the step today and noticed you can actually remove the rear housing of the motor.

I heard the passenger running board motors activate, then opened the drivers side door and walked around the truck, opened a passenger door and everything was OK and has been since. I sat in the drivers seat with all of the doors closed, parking brake set, key on in the RUN position, then hit the running board button 6 times. Quickly, you'll find that you'll have to be IN the truck with the doors closed in order to set the parking brake, turn the ignition to the RUN position AND push the running board on/of button. The rotor is magnetized by altering the north pole and south pole situated in a straight line parallel to the iron shaft of the rotor. It won't affect the key programming, but it worked.
